The Energy Regulatory Commission (ERC) on Thursday ordered the Manila Electric Co. (Meralco) to open its books for a government audit. In a letter to Meralco dated Sept. 3, 2008, ERC chairwoman Zenaida Ducut ordered the utility firm to open its books to the Commission on Audit.
