JCPB acts to ease blow of rate hike

The Johnson City Power Board opted Tuesday to forgo a potential windfall to its bottom line, a decision that will cushion the blow to JCPB customers of a pending 20 percent rate hike the Tennessee Valley Authority is imposing on power distributors starting Oct. 1.
